The province's poverty incidence went down from 60.8 percent in 1991 to 42.6 in 1994. Same is true with the poverty incidence rates in both the urban and rural areas. Meanwhile, the proportion of families in the province whose monthly income fall below the monthly poverty threshold has decreased to about 25 percent between 1991 and 1994. This means that in terms of levels, more families are beginning to earn sufficient incomes to meet their nutritional requirements and other basic needs.
