The forest area of the province is still the source of resources for the existing wood-based industries and it has also been the cradle of some development projects of the DENR. As of 2001, there were five (5) existing Timber License Agreement (TLA) holders who were active, the Surigao Development Corporation (TLA No. 56-1) and PICOP Resources, Inc. (TLAs Nos. 47 & 43). The remaining two (2) TLA holders were already inactive due to labor and financial constraints. Aside from the TLA holders, the DENR was also able to issue and grant three (3) Integrated Forest Agreements (IFMAs), however only one was active, the PRI (IFMAno. 35), Rattan Permittees and CBFMAs.
